Centers for Independent Living in Florida

The Florida Association of Centers for Independent Living (FACIL) was established in 1990 as a networking, capacity building advocacy organization for Centers for Independent Living (CILs) in the state. 

The FACIL board of directors consists of the executive directors of each member CIL. FACIL has one full time staff member, the executive director and part time student interns and volunteers.

FACIL provides a wide range of services to its members.

There are 17 CILs in Florida and 14 are members of FACIL.

FACIL’s strategic plan includes:

  • Legislative and Systems Change advocacy,
  • Collaboration with other disability organizations to maximize CIL potential and better serve persons with disabilities in Florida
  • Resource development
  • Special Projects
  • Increased member services, such as more training, networking opportunities and resources.

Definitions

FACIL has created “definitions” for CILs in Florida to use as they record the services they provide their consumers. The definitions are based on the services listed in the 704 report and will result in all CILs in Florida reporting the services they provide in a consistent manor. FACIL has conducted trainings with CIL in Florida on how to use the definitions.

The “Biker’s Care” specialty motorcycle license plate

This FACIL project is designed to help member CILs generate new sources of revenue.  The project provides financial support, training and consulting to CILs that are interested in setting up a foundation. Funding for this project comes from red, white and blue specialty plates for motorcycles.

The Personal Care Attendant (PCA) Program

FACIL was instrumental in the creation, implementation and administration of the Spinal Cord Injury PCA Program, which began as a pilot in 2002 and became permanent in 2004. It provides eligible Florida residents with money to help offset the cost of hiring a personal care attendant. Funding comes from the Tax Collection Enforcement Diversion Program and 20% of the revenue from the Bikers Care specialty tag.

FL Work Incentive Personal Assistance Services (PAS) Pilot Program

Proviso language in Florida's 2006 budget directed the Department of Children and Families to contract with FACIL to develop and implement a cross-disability PCA pilot program. Working with the advisory committee and the CIL of Central Florida, FACIL launched the Florida Work Incentive PAS Pilot Program in January 2007. Twelve individuals with a variety of disabilities from Lake, Orange, Osceola and Seminole counties participated. FACIL worked with Senator Stephen Wise and Representative Andy Gardiner to draft and submit a bill in 2007 to make the program permanent and state-wide. The bill was well received, but did not pass. Efforts are underway to broaden support for the bill and try again in 2008.
